CAPCOM PRO TOUR 2022 OFFICIAL TERMS AND CONDITIONS

These are the Official Terms and Conditions (“Official Rules”) governing the CAPCOM Pro Tour (“CPT”), which features events in various regions throughout the world. The CPT is overseen by CAPCOM U.S.A., Inc. (“CAPCOM U.S.A.”).
CAPCOM Pro Tour Online Premier Overview
The CAPCOM Pro Tour (“CPT”) is a series of competitive tournaments held in various regions around the world, using the latest fighting game “STREET FIGHTER V: CHAMPION EDITION” from CAPCOM Co., Ltd. (“CAPCOM”).
The CPT consists of the following four types of competitions (“CPT Competitions”):
- CAPCOM Pro Tour Online Premier（“CPTOnline”）
- CAPCOM Pro Tour Offline Premier（“CPTOffline”）
- CAPCOM Pro Tour World Warrior（“CPTWW”）
- CAPCOM CUP IX Last Chance Qualifier（“CCLCQ”）
CPTOnline is a series of 19 online competitions held in various regions around the world (“CPTOnline “). CPTOffline is an offline competition held in United States of America (“CPTOffline”) and the winners will be qualified for the CAPCOM CUP IX (subject to exceptions in accordance with these rules).
CPTWW is a new regional program. In each of the World Warrior regions Capcom will host one event per month for six months with a local tournament organizer. The first five events in each region will be an open tournament where players can earn points for participating. The five monthly regional events will culminate at a regional final featuring the top eight players from the local leaderboard. The winners of these regional finals will all earn a spot at Capcom Cup IX. (subject to exceptions in accordance with these rules)
CCLCQ is an open offline competition held during the CAPCOM CUP IX period, and the winner will be given the right to participate in CAPCOM CUP IX. (subject to exceptions in accordance with these rules).
CAPCOM CUP IX is scheduled to be held in February 2023 and will be an invitation-only event. The forty-seven (47) qualifiers from the CPT Tournament Circuit will participate in the CAPCOM CUP IX.
CAPCOM CUP IX Qualification Details
The CAPCOM CUP IX qualification spots are awarded based on the following priority order: A player who has already earned a qualification spot by winning one of the tournaments in the CPT Tournament Circuit may participate in other CPT tournaments in which such Player is eligible to participate but will not be eligible to qualify for another qualification spot. In such event, the qualification spot will be awarded to a player in the second place, but the player is entitled to keep any Prizes (as defined below) other than the qualification spot.
CPTOnline: The global series of competitive gaming online tournaments, beginning on April 30, 2022, and concluding on December 4, 2022., The winners of each tournament will be awarded qualification spots to participate in the CAPCOM CUP IX, scheduled to be held in 2023 (subject to adjustment pursuant to these Official Rules).
CPTOffline: The Evolution Championship Series 2022 (EVO 2022), beginning on August 5, 2022, will feature the latest fighting game from CAPCOM, STREET FIGHTER V: CHAMPION EDITION. The winner of the tournament will be awarded a qualification spot to participate in the CAPCOM CUP IX, scheduled to be held in 2023 (subject to adjustment pursuant to these Official Rules).
CPTWW: An online tournament to be held from July to December 2022 in regions around the world, consisting of the CPTWW Regular Tournament, in which World Warrior (“WW”) Regional Points can be earned according to tournament placement, and the CPTWW Regional Finals, in which the top eight players in the WW Regional Points Ranking will earn a spot. The winner of each CPTWW Regional Finals will qualify for the CAPCOM CUP IX. (subject to exceptions in accordance with these rules)
WW Regional Points: Based on the performance in the CPTWW Regular Tournament, the WW Regional Points Standings will be determined according to the points assigned to the players as set forth in the table below.

As WW Regional Points increase, so does the WW Regional Points Standings.
WW Regional Points Ranking:This is the ranking of each region earned in the CPTWW Regular Tournament, and if the cumulative total of points earned is the same, the ranking will be determined according to “EXHIBIT F: Rule for the Same Cumulative WW Region Points”.
CPTWW Regional Finals: Tournament featuring the top eight WW Regional Points Finishers, determined at the final CPTWW Regular Tournament in each region.
If a qualified player declines to participate, the qualification will be transferred to the player with the highest WW Regional Points Ranking (e.g., the player ranked ninth in the WW Regional Points Standings).
If there are nine or more eligible players in the WW Regional Points Standings, a separate ranking match will be held on the day of the CPTWW Regional Finals for the player with the lowest ranking among them.
Standings will be held in single elimination and BO3, and tournament placement will be held by lottery.
CCLCQ: An open offline tournament held during CAPCOM CUP IX period. The winner of the tournament will be given the right to participate in the CAPCOM CUP IX scheduled to be held in 2023. (subject to exceptions in accordance with these rules)
CAPCOM CUP IX: The invitation-only event with prizes scheduled to be held in 2023 Players in the CAPCOM CUP IX shall be the forty-seven (47) qualifiers from the CPT.
- The tournament consists of qualifying group stages and final stages, details of which are below.Qualifying Group Stages: 47 players will be divided into 8 groups, and all matches in each group will be carried out in round-robin matches with BO3.The 1st and 2nd place players from each group will advance to the finals.
- Final Stages: BO5 double-elimination tournament with all 16 players who passed the group stages. The players who passed the first place in the group stage will be placed on the winners bracket of the final tournament, and the players who passed the second place will be placed on the losers bracket.
Tournament: Each tournament in the CPT.
Tournament Organizer: The entity responsible for organizing and hosting a Tournament.
Tournament Entities: CAPCOM U.S.A., affiliates, distributors, agents and any entity involved in the implementation, execution, prizing and prize fulfillment of the CPT, including but not limited to Tournament Organizers.
The Tournament Dates are set forth in Exhibit A (the “Tournament Dates”), with additional tournament dates to be added or changed at CAPCOM U.S.A.’s sole discretion.
As a general rule, no substitute tournament shall be held if the Tournament is cancelled due to unavoidable circumstances.
All Tournaments will be conducted according to the CPT Rules as set forth in Exhibit B (the “Tournament Rules”).
For CAPCOM CUP IX group qualifiers, forty-seven (47) players will be divided into 8 groups randomly.
Rules of Succession
In the event a Winner of any of the CPTOnline, CPTOffline, CPTWW Regional Finals, and CCLCQ declines his/her qualification, the qualification spot shall be passed to the next highest ranked player in the CPTOnline Tournament in which the declining player competed who is not otherwise qualified.
All Tournaments are open to all individuals 13 years old and older as of April 1, 2022. Any player at least 13 years old, but under the age of majority in the jurisdiction in which they live (a “Minor”) (1) must have the permission of a parent or legal guardian to register for and participate in a Tournament, and (2) must be accompanied by a parent or legal guardian at each Tournament in which he/she participates.
All players eligible to participate in the CPTOnline, CPT Offline, CPTWW, and CCLCQ will be referred to as “players.” All references to “player” shall include the playerʼs parent or legal guardian if the player is a Minor.
Employees, directors and officers, and their immediate families (spouses and siblings, parents and children and their spouses) of CAPCOM U.S.A., affiliates, distributors, agents and any entity involved in the implementation, execution, prizing and prize fulfillment of the CPTOnline, CPTOffline, CPTWW, and CCLCQ are not eligible to participate in the CPTOnline, CPTOffline, CPTWW, and CCLCQ, with the following exception:
The staff of a Tournament Organizer may participate in any other Tournament that is not organized by the Tournament Organizer for which they work/they are affiliated with. However, such staff will not be allowed to participate in any Tournament that is organized by the Tournament Organizer or Tournament organizing staff for which they work/they are affiliated with.
Only players who reside in the regions listed in “Exhibit D List of the Participating Regions” may participate in the CPTOnline Tournament held in their corresponding area of residence. Players are not allowed to participate in the Tournament in regions outside of their residence. Once a player participates in a Tournament in the BLOCK corresponding to their area of residence, the player may not participate in a different Tournament block even if his/her residence changes during the period of the Tournament.
Only players residing in areas listed in the “Exhibit E CPTWW Eligible Areas List” may participate in each CPTWW tournament. Players may only participate in a CPTWW tournament in the region in which they reside and may not participate in the tournament in a different region. Players who participate in any of the tournaments will not be able to participate in the tournament of another block even if their area of residence changes during the tournament.
Agreed Conditions for Participation
Players can find information regarding each Tournament at https://capcomprotour.com.
By participating in a Tournament, player hereby grants to CAPCOM U.S.A. permission to record, videotape and photograph the player (“Player Images”). In addition, players shall provide his/her photographs, still or video image of his/her surroundings at the time of participation (e.g., residence) if they agreed to do so in advance. All Player Images will be owned by CAPCOM U.S.A. Player grants to CAPCOM U.S.A. and each of its designees, the right to use, edit, adapt, post, stream, copy, display, perform, transmit, broadcast, and otherwise exploit Player Images, including any names (actual and player names), likenesses, voice, conversation and any other attributes of the player’s personality and appearance, individually or with others, in whole or in part, alone or in conjunction with other material, in any and all media now known or hereafter devised, in perpetuity throughout the world, for the purpose of trade, advertising, promotion or any other lawful purpose whatsoever, without additional compensation, consideration, notification or permission, except where prohibited by law.
For the avoidance of doubt, players have no ownership interest in the live exhibition or recorded footage of their gameplay, all of which is owned by CAPCOM U.S.A. and may be exploited by CAPCOM U.S.A. in its discretion with no requirement to account to the player.
NOTE: SINCE THERE WILL BE NO REGISTRATION PROCESS FOR THE CAPCOM CUP IX, THIS SECTION SHALL BE AUTOMATICALLY APPLIED TO ALL PLAYERS. EACH CAPCOM CUP IX PARTICIPANT SHALL BE DETERMINED BY AND THROUGH THEIR PLACEMENT ON THE CPTOnline, CPTOffline, CPTWW, AND CCLCQ AS PROVIDED IN THESE OFFICIAL RULES.
Agreement to the Official Rules
By participating in a Tournament, player fully and unconditionally agrees to and accepts these Official Rules, which incorporates the Tournament Rules (as set forth in Exhibit B), and the decisions of Tournament Organizer, which are final and binding in all matters related to the Tournament. Receipt of any prize is contingent upon the player’s compliance with all of these Official Rules.
CPT Code of Conduct
All players are required to maintain respect for each another and all tournament personnel and spectators. This Code of Conduct applies to all players, tournament personnel, and all persons attending any invitational event and/or any stage of the CPT. In all cases, players agree to be bound by the decisions of CAPCOM, the Tournament Organizer and their authorized representatives, and such decisions shall be final and binding in all respects.
Prohibited behavior includes, but is not limited to, the following:
- Swearing, screaming or threats;
- Harassment (as defined below) or intimidation of any other player, tournament personnel or spectator, either in person or through any online channels;
- Physical or cyberviolence;
- Cheating of any sort through any means, whether currently known or unknown, which may include, without limitation, use of external software that directly tampers with the game software to gain any kind of advantage or to create a disadvantage to other players in the game, MOD and tampering game software by the use of a tampering patch;
- Interference with any infrastructure for the tournament, including gaming equipment/hardware, game servers (including the misuse or hacking of game servers) or facilities provided for the tournament;
- Intentionally delaying, slowing or manipulating gameplay;
- Intentionally disconnecting network cables or attempting to interfere with another player’s connection to the game service through Distributed Denial of Service (“DDoS”) or any other means;
- Intentionally interrupting network connectivity;
- Disobeying or showing noticeable or disruptive dissent at the reasonable instructions or requests of the Tournament Organizer or tournament personnel;
- Players will adhere to all health and safety protocols outlined by Tournament Organizers or within player agreements for the duration of an event when applicable. Posting violations to social media will result in immediate expulsion from the event and a forfeiture of appearance fee if applicable;
- Any other known or unknown manner of tampering with gameplay;
- Personal conduct, whether inside or outside of tournaments, that, in CAPCOM’s sole discretion, reflects or may reflect badly on the Street Fighter community or on CAPCOM, including communications on social media; and
- Players may not disclose or divulge to any third party, by any means whatsoever, any communication they have with Tournament Organizers or CAPCOM staff. This includes, but is not limited to, (a) emails, voicemails, and direct messages on social media and communication services, and (b) disclosing or screen-sharing communications with CAPCOM staff and tournament organizers in the player stream. The following is a list of the most common types of Players streaming participation in tournaments are strongly encouraged to use separate Internet connections for streaming and gaming.
- Any other conduct deemed offensive or inappropriate, at CAPCOM’s sole discretion.
“Harassment” includes but is not limited to: (i) threats of physical violence, (ii) insults related to the CPT competition or any player, event personnel or event attendee, (iii) offensive statements or actions related to gender, gender identity and expression, age, sexual orientation, disability, physical appearance, body size, race, and/or religion; (iv) sexual images in public spaces, (v) deliberate intimidation including but not limited to stalking or following, (vi) harassing photography or recording, (vii) sustained disruption of talks or other events, and (viii) inappropriate physical contact and unwelcome sexual attention. Harassment should be reported to the CAPCOM Esports team immediately
Insults are punishable (ix) whenever they are made, including but not limited to insults made during tournament matches, and (x) whether they are made in-person and/or electronically, including but not limited to text messages, blog postings and/or social media.
Penalties and Enforcement.
Anyone who violates this Code of Conduct may be punished as set forth herein. The determination whether a violation of this Code of Conduct has occurred will be made by CAPCOM in its sole discretion based upon the available facts, including but not limited to public reports and witness statements, if any. Discipline will be enforced on an escalating basis. Persons engaged in any of the activities described in the foregoing section will face increased penalties for multiple violations.
Anyone who violates this Code of Conduct, may: (xi) be immediately excluded and/or disqualified from the applicable tournament and forfeit all potential prizes at the discretion of CAPCOM or the Tournament Organizer; and/or (xii) forfeit any applicable appearance fee(s). Furthermore, extreme statements and/or threats of physical violence are strictly prohibited and may trigger more severe penalties in CAPCOM’s sole discretion, including but not limited to (xiii) exclusion from all future CAPCOM events, CPT, Street Fighter tournaments and/or tournament venues; and/or (xiv) criminal prosecution.
In addition to any actions taken by CAPCOM, Tournament Organizers may penalize, ban or suspend players in accordance with their own policies.
Players may not display, advertise, or otherwise promote in any manner sponsorship, endorsement or other commercial affiliation with or by adult content sponsors, such as pornographic websites or companies that manufacture, sell, distribute or market cigarettes or vaporizers (e-cigarettes), drugs, alcohol, guns or other weapons. For the avoidance of doubt, players may not wear clothes, hats, jewelry or any other item promoting adult content, drug, tobacco and/or alcohol brands, regardless of sponsorship or affiliation.
Players acknowledge and agree that CAPCOM and the Tournament Organizer each reserves the right, at its sole discretion, to prohibit a player from displaying, advertising, or otherwise promoting in any manner sponsorships, endorsements or other commercial affiliation with or by any enterprise offering any products or services in the same market categories as any official CAPCOM commercial sponsorship advertiser; provided, however, that during tournament play players may utilize any fightstick of their choice.
IMPORTANT NOTICE: ANY DELIBERATE ATTEMPT TO DAMAGE ANY TOURNAMENT OR CAPCOM-RELATED WEBSITE OR EQUIPMENT, TAMPER WITH THE ENTRY PROCESS, OR OTHERWISE UNDERMINE THE LEGITIMATE OPERATION OF A TOURNAMENT MAY BE A VIOLATION OF CRIMINAL AND CIVIL LAWS. IN THE EVENT OF SUCH AN ATTEMPT, CAPCOM AND THE TOURNAMENT ORGANIZER EACH RESERVE THE RIGHT TO COOPERATE IN THE PROSECUTION OF ANY INDIVIDUAL(S) INVOLVED, AND TO PURSUE ALL REMEDIES AVAILABLE TO THE FULLEST EXTENT PERMITTED BY LAW.
Each cash prize (a “Cash Prize”) and any other prizes awarded to Participating Players, including any amounts paid or reimbursed by CAPCOM U.S.A. for Transportation and Accommodations (defined below) to the player, shall be collectively referred to as a “Prize” or “Prizes”.
In CAPCOM U.S.A.’s sole discretion and subject to applicable law, Prizes may be awarded in accordance with (i) the laws and the regulations of the country or region (a) in which they are awarded, or (b) a player receiving a prize resides, and/or (ii) specific rules of the organization, including CAPCOM U.S.A. or the Tournament Organizer to which tournament officials belong. There may be instances where the full amount is not awarded. In such cases, the players shall be appropriately notified by the Tournament Entities.
If a player who advances to the top 8 in CPTOnline, or if the recipient of the qualification spot in CAPCOM CUP IX is a resident of Japan, one of the following rules shall apply:
- If the player who advances to the top 8 in CPTOnline, or if the recipient of the qualification spot in CAPCOM CUP IX possesses a “Japan eSports Pro License” (“Pro License”) issued by JeSU, the amount specified by the tournament rules shall be awarded. If a player is between the ages of 13 to 15 years old and has not completed compulsory education, the rules of “Japan eSports Junior License” as set forth in the JeSU official pro license rules and regulations shall be applied.
- If the player who advances to the top 8 in CPTOnline, or if the recipient of the qualification spot in CAPCOM CUP IX does not possess a Pro License, CAPCOM JAPAN shall make a recommendation to JeSU to issue a Pro License to the unlicensed player. If, however, such unlicensed player is not able to obtain a Pro License for any reasons, the maximum payable amount shall be limited to JPY 100,000, for the total amount of the Prize, and any and all consideration paid in connection with his/her participation in the Tournament combined.
- In both 1 and 2 above, foreign nationals residing in Japan must possess legal residency status without any work restrictions, or otherwise possess an “individual permission” to participate in activities beyond those allowed by their visa status in order to receive the Cash Prize.
Prize amounts are amounts planned as of the date of the Official Rules. A Cash Prize is subject to change prior to respective CPT. All amounts are in US Dollars.
The Winners in CPTOnline Tournament Circuit:
The total of $5,000 Cash Prize is provided in the CPTOnline Tournament Circuit. The top four (4) players in each tournament will share the Cash Prize according to the table below. The Cash Prize will be awarded directly by CAPCOM U.S.A. Additional prizes may be awarded at CAPCOM U.S.A.ʼs sole discretion.

Please note: (i) no prizes will be awarded to CPTOnline Tournament players who are residents of Brazil in connection with their participation in the CPTOnline, except as follows. Residents of Brazil who win on the CPTOnline Tournament Circuit and are awarded a qualification spot in the CAPCOM CUP IX will be eligible to receive the following solely in connection with the CAPCOM CUP IX: (ii) Cash Prize(s) (a) awarded at the tournament location, and (b) governed solely by applicable law. For the avoidance of doubt, Brazilian law will not apply, and no prizes will be awarded to residents of Brazil at their residence location.
The Winners of CPTOffline Competitions
CPTOffline: There will be no prize awarded by CAPCOM U.S.A. in the CPTOffline competition. The tournament organizer of the CPTOffline may distribute prizes based on the results, but CAPCOM U.S.A. does not take part in this.
If either the player residing in Japan who advances to the top 8 in CPTOffline, or the recipient of the qualification spot in CAPCOM CUP IX does not possess a Pro License, CAPCOM JAPAN shall make a recommendation to JeSU to issue a Pro License to the unlicensed player.
Winners of CPTWW Regular Tournament:
CPTWW Regular Tournament will not receive any prizes from CAPCOM U.S.A. Prizes determined by CPTWW’s Tournament Organizers may be awarded according to ranking, but CAPCOM U.S.A. is not involved in this.
If a resident of Japan who wins CPTWW Regular Tournament does not have a professional license, CAPCOM JAPAN shall make a recommendation to JeSU to issue a Pro License to the unlicensed player.
Winners of CPTWW Regional Finals:
CPTWW Regional Finals will not receive any prizes from CAPCOM U.S.A. Prizes determined by CPTWW’s Tournament Organizers may be awarded according to ranking, but CAPCOM U.S.A. is not involved in this.
If a resident of Japan who has qualified for CAPCOM CUP IX does not have a professional license, CAPCOM JAPAN shall make a recommendation to JeSU to issue a Pro License to the unlicensed player.
The Winner of the CCLCQ:
There will be no prize awarded by CAPCOM U.S.A. in CCLCQ.
If a resident of Japan who make it to Top 8 or wins CCLCQ does not have a professional license, CAPCOM JAPAN shall make a recommendation to JeSU to issue a Pro License to the unlicensed player.
The Winner of the CAPCOM CUP IX:
A total prize pool of over $300,000 will be awarded to forty-seven (47) CAPCOM CUP players, split according to the following table. Prize money will be awarded directly from CAPCOM U.S.A. Additional rewards may be awarded at the sole discretion of CAPCOM U.S.A..

In addition, all players who qualified to participate in the CAPCOM CUP IX (“Participating Players”) (Excluding players who have been selected to participate in the CAPCOM CUP in the CCLCQ) shall receive from CAPCOM U.S.A. Transportation and Accommodations, which shall consist of: (1) one round-trip coach-class air transportation for the Participating Players, originating from an airport of CAPCOM U.S.A.ʼs choice near the Participating Players’ primary residence to the CAPCOM CUP IX location in 2023 (schedule is currently under adjustment) (approximate retail value (“ARV”) ranging from $300 to $2,000; average ARV $890); (2) maximum of eight (8) nights’ hotel accommodations for the Participating Players, consisting of one (1) room, based on double occupancy (meals, telephone calls, tips, gratuities, and other incidentals and costs are not included) (ARV of $800); and (3) round-trip transportation between the airport and hotel (ARV of $100). The total number of nights of hotel accommodations for each Participating Player shall be individually determined by CAPCOM U.S.A. at its sole discretion and may be reduced.
The ARV of any Prize is subject to change based on current market conditions at time of Prize fulfillment, the time of travel, and the distance between departure location and the CAPCOM CUP IX location. Any difference between the ARVs and the actual values, if any, will not be awarded. The Participating Players must possess valid travel documents to travel. CAPCOM U.S.A. reserves the right to substitute ground transportation in lieu of air transportation if the Participating Player resides within 100 miles of the CAPCOM CUP IX, and no substitution will be provided for any difference in ARV.
Notwithstanding anything to the contrary in these Official Rules, the Prizes that can be received by a player may be limited on account of the laws and regulations of the country or region in which the Prize recipient resides, or the rules of an organization to which the recipient belongs.
Additional prizes may be added at CAPCOM U.S.A.ʼs sole discretion. Additional prizing is not guaranteed. For updates on additional prizing, please visit https://capcomprotour.com
General Prize Restrictions
Players are not eligible to qualify for multiple CAPCOM CUP IX qualification spots. Participating Players must be able to travel to the CAPCOM CUP IX by Feb 12th, 2023. Dates for travel are subject to change in CAPCOM U.S.A.ʼs sole discretion. If the Participating Player is a Minor, he/she must be accompanied by his/her parent or legal guardian under the same terms and conditions as the Participating Player. A parent or legal guardian of the Participating Player shall stay with the Participating Player in the same hotel room provided by CAPCOM U.S.A. Round trip transportation for a parent or legal guardian will be provided by CAPCOM U.S.A. If a Participating Player is not available, able or willing to travel on or before the dates specified by CAPCOM U.S.A., Participating Player’s privileges will be terminated, the Transportation and Accommodations will be forfeited and the next eligible player determined by CAPCOM U.S.A. shall be invited to participate in the CAPCOM CUP IX. CAPCOM U.S.A. is not responsible for any additional transportation and/or accommodation expenses incurred by a Participating Player if a Participating Player travels before or after the dates specified by CAPCOM U.S.A.
All costs and expenses not specifically listed in Section 12 above as part of the Prizes, including, without limitation to meals, snacks, beverages, mini-bar, entertainment, tips, gratuities, souvenirs, personal expenses, incidentals, damage to hotel rooms, baggage fees, travel insurance, visa related costs, departure taxes and fees, any equipment to be used in connection with the Prizes, and the like, are solely Participating Players responsibility. The Prizes are provided “as is”.
CAPCOM U.S.A. will determine the airline and hotel in its sole discretion. Participating Players under the age of majority must travel on the same itinerary as his/her parent or legal guardian. Travel restrictions, conditions and limitations may apply. Travel arrangements are subject to availability and must be roundtrip. The Tournament Entities shall not be responsible for any damage to baggage or any cancellations, delays, diversions or substitutions or any acts or omissions whatsoever by the air carriers, hotels or other transportation companies or any other persons providing any of the services and accommodations necessitated by same.
Player’s whose placement at Tournaments has resulted in the award of any prizes shall be required to execute an Affidavit of Eligibility and Liability/Publicity Release, a Form W-9, Form W-8BEN, or such other applicable tax information form as disseminated by the Internal Revenue Service and any required payment information forms (“Participating Player Forms”) within CAPCOM U.S.A.’s ten (10) business days of player’s determination of eligibility to receive an award in order to receive payment for Cash Prizes. If a player (or a minor player’s parent or legal guardian) fails or refuses to sign and return all the Participating Player Forms within ten (10) business days of player’s determination of eligibility to receive an award, the player may be disqualified. In the event a player is disqualified, CAPCOM U.S.A. reserves the right, but not the obligation, to award the affected Cash Prize to the player that last lost to the disqualified player. For Prizes that are not cash, within thirty (30) business days of receiving an executed copy of the Winner Forms, CAPCOM U.S.A. or Tournament Organizer, as the case may be, shall deliver and/or ship to the player the applicable Prize(s). For Cash Prizes, CAPCOM U.S.A. will deliver to the player the applicable Cash Prize(s) within sixty (60) days of receiving an executed copy of all the Participating Player Forms. Failure to take delivery of any Prize may result in forfeiture, and such prize may be awarded to an alternate player. Prizes may not be transferred or assigned until after a player has complied with all his/her obligations under these Official Rules. No cash or other substitutions may be made, except by CAPCOM U.S.A. or Tournament Organizer as the case may be (for Cash Prizes), who reserves the right to substitute a prize in whole or in part with another prize of comparable or greater value if the intended prize is not available for any reason as determined by respective organizations at their sole discretion.
By participating in a Tournament, players acknowledge that Tournament Entities have not and will not obtain or provide insurance of any kind relating to the Prizes and that each player will be responsible for obtaining and paying for any life, travel, car, accident, property or other form of insurance relating to the Prize(s) won by him/her.
Players will be responsible for all taxes (including but not limited to federal, state, local and/or income) on any Prize won and on the value of any items or value transferred to the player by CAPCOM U.S.A. or Tournament Organizer, as the case may be, and will be required to provide his/her Social Security number or Foreign tax identification number, IRS Form W8BEN, IRS Form W8BEN-E, IRS Form W9, or equivalent information for tax reporting purposes (as determined in CAPCOM U.S.A.’s sole discretion, at a time to be determined in CAPCOM U.S.A., and which may be prior to participation in a particular Tournament or the CAPCOM CUP IX or prior to receipt of any Prize by player). CAPCOM U.S.A. or Tournament Organizer, as the case may be, will file an IRS Form 1099 and/or 1042 or equivalent tax withholding documentation with the Internal Revenue Service for the retail value of any Prize or other items of value transferred to the player by CAPCOM U.S.A. or Tournament Organizer, in accordance with IRS requirements. CAPCOM U.S.A. or Tournament Organizer, as the case may be, may also share such documentation with a state or local government agency as required by law. Refusal or failure of a player to satisfy the requirements of all necessary and appropriate tax, withholding or other required compliance terms (including Social Security number or Foreign tax identification number, IRS Form W8BEN, IRS Form W8BEN-E, IRS Form W9, or equivalent information), as determined by CAPCOM U.S.A. in its sole discretion, will result in the player forfeiting the Prize(s) and an alternate player being selected in accordance with the Official Rules. CAPCOM U.S.A. or Tournament Organizer, as the case may be, shall comply with all IRS withholding requirements applicable to Prizes awarded to non-U.S. residents at the time the Prizes are awarded. With respect to the Cash Prizes, CAPCOM U.S.A. will award Cash Prizes subject to any applicable withholding taxes, and the amount of the Cash Prize transferred, as reduced by any applicable withholding taxes, will constitute full payment of the Cash Prize. Participating Players who do not claim the Cash Prize, or satisfy the information or documentation requirements within six (6) months of the close of a Tournament or such earlier time as designated by CAPCOM U.S.A., are void, and CAPCOM U.S.A. shall have no further liability or responsibility to such player(s) in connection with the Cash Prizes.
Limitations of Liability; Releases
CAPCOM U.S.A. OR TOURNAMENT ORGANIZER, AS THE CASE MAY BE, HEREBY DISCLAIMS ALL WARRANTIES AND CONDITIONS, WHETHER EXPRESS, IMPLIED, STATUTORY OR OTHERWISE, WITH REGARD TO THE TOURNAMENT GAME SOFTWARE, EQUIPMENT, OPERATION OF THE TOURNAMENT, OR PRIZING, INCLUDING, WITHOUT LIMITATION, ALL IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, NONINFRINGEMENT, AND THEIR EQUIVALENTS, UNDER THE LAWS OF ANY JURISDICTION.
As between the players and the Tournament Entities, the Tournament Entities shall not be responsible for any of the following:
- incorrect or inaccurate information whether caused by users or by any of the equipment or programming associated with or utilized in a Tournament or by any technical or human error which may occur in the processing of a player’s registration or gameplay;
- any error, omission, interruption, deletion, defect, delay in operation or transmission, communications line failure, theft or destruction, or unauthorized access which may result in alteration of gameplay or game results;
- any problems or technical malfunction of any network or lines, servers or providers, equipment, or software, including any injury or damage to player resulting from participation in a Tournament;
- injuries or losses to a player’s person or property arising or resulting from participation in a Tournament;
- any acts or omissions by Tournament Entities or their employees, whether negligent or willful, in the conduct of the Tournament;
- any equipment or software malfunction; or
- the inability to complete a game due to any technical malfunction.
CAPCOM U.S.A. or Tournament Organizer, as the case may be, and at its sole discretion, may require the replaying of any game, match, Tournament, or declare any of the foregoing null and void by reason of any technical or other system error. If for any reason a Tournament or any portion thereof is not capable of running as planned, including infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failure, or any other causes beyond the control of CAPCOM U.S.A. or Tournament Organizer, as the case may be, which corrupt or affect the administration, security, fairness, integrity, or proper conduct of the Tournament or any portion thereof, CAPCOM U.S.A. or Tournament Organizer, as the case may be, reserves the right, at its sole discretion, to cancel, terminate, modify, or suspend the Tournament or any portion thereof. Without limiting the generality of the foregoing, in the event that CAPCOM U.S.A. or Tournament Organizer, as the case may be, determines, at its sole discretion, that any individual game, match, or Tournament, has been tampered with or that the validity of any game, match, or Tournament has been compromised for any reason, it may eliminate that game or match, and conduct the Tournament on the basis of the remaining game, match, or Tournament. In the event that any individual is adversely affected in a game, match, or Tournament by any technical or equipment malfunction, CAPCOM U.S.A. or Tournament Organizer, as the case may be, reserves the right to schedule a special game, match, or Tournament among any such competitors so adversely affected. In the event of any cancellation, termination, modification or suspension of the Tournament or any portion thereof, CAPCOM U.S.A. will post a notice at https://capcomprotour.com.
In consideration of being permitted to participate in or attend the Tournament, each player, and each player’s parent or legal guardian if player is a Minor, warrants, represents, acknowledges and agrees that player is at least 13 years old, understands the risks associated with the Tournament, is physically fit and in good health, has no physical or mental issues that would hinder participation in any activities of the Tournament and is sufficiently trained and experienced to understand the risks involved in the Tournament. Player, and player’s parent or legal guardian if player is a Minor, on behalf of player and each of player’s successors, heirs and assigns, unconditionally and irrevocably waives liability, releases, promises never to sue, forever discharges and relinquishes any and all rights, claims, demands, suits, actions, losses, damages, costs and expenses, including attorneys’ fees and costs, that player may incur or otherwise have against CAPCOM U.S.A. and Tournament Organizer and their respective subsidiaries, parents, affiliates, hosts, sponsors, advertisers and each of their respective owners, officers, shareholders, directors, employees and agents (“Released Parties”), arising from or related to player’s participation in the Tournament, including, without limitation, any claims arising from or related to:
- actions or omissions of any of the Released Parties, other players, or other third parties;
- inadequacy of any training or supervision;
- failure to investigate, keep safe or to warn of hazards known or unknown;
- any defect in or failure of the operation, installation, manufacture, and/or design of any equipment or stage sets;
- conditions on or about any event premises;
- breach of any implied or express warranty and/or representation of any Released Party;
- travel, transportation or accommodations;
- weather conditions;
- any prize award, including, without limitation, the receipt or use or misuse of any prize;
- the exercise of the rights granted herein including, without limitation, from any liability for violation of rights of privacy, publicity, defamation, emotional distress or any similar right; and/or
- any other operations associated with the Tournament, and, with respect to each of the foregoing, whether based on tort (including, without limitation, acts of negligence and gross negligence), contract or any other theory of recovery in law or equity, whether for compensatory or punitive damages, equitable relieve or otherwise, and whether now known or unknown or suspected or unsuspected.
BY ENTERING AND PARTICIPATING IN A TOURNAMENT, PLAYERS AGREE TO INDEMNIFY, DEFEND, RELEASE AND HOLD HARMLESS THE RELEASED PARTIES FROM ANY AND ALL CLAIMS, DEMANDS, DAMAGES, EXPENSES, COSTS (INCLUDING REASONABLE ATTORNEYSʼ FEES) AND LIABILITIES (INCLUDING SETTLEMENTS) FOR ANY INJURIES, INCLUDING BUT NOT LIMITED TO PERSONAL INJURY OR DEATH, OR LOSS OR DAMAGE OF ANY KIND, ARISING FROM OR IN CONNECTION WITH THESE OFFICIAL RULES, THE TOURNAMENT, ATTENDANCE AT ANY TOURNAMENT, OR ANY PRIZE, OR ANY OTHER MATTER OR ACTIVITY DIRECTLY OR INDIRECTLY RELATED TO THE TOURNAMENT, INCLUDING BUT NOT LIMITED TO LIBEL, SLANDER, DISPARAGEMENT, DEFAMATION, COPYRIGHT INFRINGEMENT, INVASION OF PRIVACY, PIRACY, PLAGIARISM, OR INFRINGEMENT OF ANY PATENT, COPYRIGHT, TRADEMARK, TRADE SECRET OR OTHER INTELLECTUAL PROPERTY RIGHT OF ANY THIRD PARTY. THIS OBLIGATION SHALL CONTINUE BEYOND THE TERM OF THE TOURNAMENT.
Governing Law; Disputes
All issues and questions concerning the construction, validity, interpretation and enforceability of these Official Rules, player’s rights and obligations, or the rights and obligations of CAPCOM U.S.A. in connection with the Tournament, shall be governed by, and construed in accordance with California law without regard to choice of law or conflict of law rules.
Under no circumstances will any player be permitted to and player hereby waives all rights to claim or recover punitive, incidental, consequential and/or special damages or any other damages (other than out-of-pocket expenses) and any and all rights to have damages multiplied or otherwise increased. SOME JURISDICTIONS DO NOT ALLOW LIMITATIONS OR EXCLUSION OF LIABILITY FOR INCIDENTAL OR CONSEQUENTIAL DAMAGES, SO THE ABOVE MAY NOT APPLY.
Any dispute arising under or relating to these CAPCOM Pro Tour 2022 Official Terms and Conditions or player’s relationship with CAPCOM U.S.A. shall be finally settled by binding arbitration between player and CAPCOM U.S.A. Player, or player’s parent or legal guardian if player is a Minor, and CAPCOM U.S.A. agree to attempt in good faith to resolve any dispute before commencing arbitration. Unless player and CAPCOM U.S.A. otherwise agree in writing, the time for informal negotiation will be sixty (60) days from the date on which player or CAPCOM U.S.A. provides written notice of the dispute. Player and CAPCOM U.S.A. agree that neither will commence arbitration before the end of the time for informal negotiation. If informal negotiation is not effective, arbitration shall be conducted as follows:
The arbitration will be commenced and conducted by JAMS pursuant to its Comprehensive Arbitration Rules and Procedures, which are available at the JAMS website (http://www.jamsadr.com) or by calling JAMS at (800) 352-5267, and shall be conducted in Los Angeles, California by JAMS before a single arbitrator. However, if the amount in dispute is US$25,000 or less, any arbitration hearing will be held by telephone unless the arbitrator finds good cause to hold an in-person hearing instead.
Any provision of applicable law notwithstanding, the arbitrator will not have authority to award damages, remedies or awards that conflict with these Official Rules. The arbitrator’s award shall be written, and binding on the parties and may be entered as a judgment in any court of competent jurisdiction. Players’ arbitration fees and players’ share of arbitrator compensation shall be governed by the JAMS Comprehensive Arbitration Rules and Procedures.
PLAYER, AND PLAYER’S PARENTS AND LEGAL GUARDIAN IF PLAYER IS A MINOR, UNDERSTAND AND ACKNOWLEDGE THAT BY AGREEING TO BINDING ARBITRATION, PLAYERS ARE GIVING UP THE RIGHT TO LITIGATE (OR PARTICIPATE IN AS A PARTY OR CLASS MEMBER) ANY AND ALL DISPUTES IN COURT BEFORE A JUDGE OR JURY. INSTEAD, PLAYER, AND PLAYER’S PARENTS AND LEGAL GUARDIAN, UNDERSTAND AND AGREE THAT ALL DISPUTES WILL BE RESOLVED BEFORE A NEUTRAL ARBITRATOR, WHOSE AWARD (DECISION) WILL BE BINDING AND FINAL. ANY COURT WITH JURISDICTION OVER THE PARTIES MAY ENFORCE THE ARBITRATOR’S AWARD.
Player further understands that, in some instances, the costs of arbitration could exceed the costs of litigation. Further, all parties understand that the right to discovery may be more limited in arbitration than in court.
Neither player nor CAPCOM U.S.A. will participate in a class action or class-wide arbitration for any claims arising under or related to these Official Rules, or player’s relationship with CAPCOM U.S.A. If the prohibition against class actions above is found to be unenforceable, then all of the preceding language in this Section 15 will be null and void with respect to player, and any ongoing or future dispute will be submitted to a court of competent jurisdiction within the County of Los Angeles, California, USA, to the exclusion of arbitration. Any dispute at that time in arbitration will be dismissed without prejudice and refiled in a court.
Notwithstanding the parties’ decision to resolve all disputes through arbitration, either party may bring an action in state or federal court that only asserts claims for patent infringement or invalidity, copyright infringement, moral rights violations, trademark infringement, and/or trade secret misappropriation, but not, for clarity, claims related to the license granted to player by Company under or related to these Official Rules.
This Section 15 will survive the termination of player’s relationship with CAPCOM U.S.A.
The Tournament Organizer for each Tournament shall be the sponsor/administrator/organizer of its respective Tournament for the purposes of fulfilling all such sponsor/administrator/organizer obligations under any applicable contest law, including, but not limited to, disclosure obligations.
CAPCOM U.S.A. reserves the right, in its sole discretion, to revise, update, change, modify, add to, supplement, or delete certain terms of the Official Rules for any reason. Such changes will be effective with or without prior notice. The most current version of the Official Rules is posted at https://capcomprotour.com.

OFFICIAL TOURNAMENT RULES
These are the CAPCOM Pro Tour Online Premier Official Tournament Rules (“Tournament Rules”) governing CPTOnline, CPTOffline, CPTWW, and CCLCQ. Tournament Circuit. Capitalized terms used in these Tournament Rules shall have the same meaning as set forth in the CAPCOM PRO TOUR 2022OFFICIAL TERMS AND CONDITIONS.
Each of the Tournament in the CPTOnline Tournament Circuit, CPTOffline, CPTWW, and CCLCQ shall be conducted according to the Tournament Rules stated below.
A. CPTOnline, CPTOffline, CPTWW, and CCLCQ General Tour Rules
Players are not eligible to qualify for multiple CAPCOM CUP IX qualification spots.
Tournament General Rules
- Tournament Game: The CAPCOM video game entitled “STREET FIGHTER V: CHAMPION EDITION” (on PlayStation 4 or Steam) and (i) all updates, patches, and stages released as of the date of the Tournament and (ii) character packs released at least seven (7) days prior to the commencement date of the Tournament.
- Player must satisfy the following requirements to participate in online matches:
- A player must have a minimum of 3Mbps upload speed.
- A player must have a start.gg account at https://start.gg/
- A player must reside where PSN or Steam is available.
- A player must have a PSN or Steam account.
- Only one PSN or Steam account per player is allowed to compete in the Tournament.
- Wireless (WiFi) connections are prohibited. Any evidence of a player using WiFi will be met with immediate suspension from the CPTOnline for that year.
- Must use the controller(s) provided in Controllers in Section C, Paragraph 5 below.
- Game Setting: 99 seconds, 2/3 Rounds
- All Tournament Events: Double Elimination Bracket. 2/3 games until top 8. For the top 8, 3/5 games.
- The group stage will be held in round-robin and the final stages will be held in double-elimination of BO5. Group stages will be ranked by ①Number of wins ②Game difference ,and ③Player that won the match against the tie player. If the Top 2 player still ties, have another match; BO1 single-elimination, P1/P2 will be chosen at random.
- Players may not use any glitch or bug that prevents the game from being played, including but not limited to bugs causing the game to freeze, reset, remove character from play zone or similar results.
- 7. The Kanzuki Beach, Flamenco Tavern, Skies of Honor, Field of Fate and Mysterious Cove stages are banned from Tournament play. Although the official distribution may display the different stages other than those selected by the players, it does not affect the tournament matches. However, in CAPCOM CUP IX, the use of two stages, The Grid and The Grid Alternative, is also prohibited.
- The character “Eleven” is banned from Tournament play.
- The use of the costumes and colors listed in the Exhibit C “Costumes and Colors prohibited in the Tournament” are prohibited.
- Player may be prohibited to use certain stages, character costumes or colors not listed in the Paragraphs Rules by CAPCOM U.S.A. or the Tournament Organizer at any time in their sole and absolute discretion.
- If a character, stage, costume or color prohibited in 7, 8, 9 or 10 is chosen and/or used during a match, the player must immediately stop the game and start a rematch. If a player continues without stopping the game, the result of the game shall be declared null and void and a rematch shall be held.
- At the discretion of CAPCOM U.S.A. and/or the Tournament Organizer, and subject to CAPCOM U.S.A. and/or the Tournament Organizer’s sole and absolute discretion, a player’s name may be blurred, obscured, and/or changed (particularly in the event that a player’s name is required to appear on any tournament promotional materials and/or on-broadcast assets). A player’s changed name shall be subject to CAPCOM U.S.A. and/or Tournament Organizer’s prior approval, which may be withheld in CAPCOM U.S.A. and/or the Tournament Organizer’s sole and absolute discretion.
Tournament Match Play Rules
- Choosing Sides: When both players are at the game console, they must come to an agreement which side of the machine they will play on (who will sit on 1p and who will sit on 2p). If an agreement cannot be reached, players shall follow the instructions provided by the Tournament Organizer on CPTOnline and CCLCQ. For CPTOffline and CCLCQ, a game of rock-paper-scissors will determine who gets to pick their side.
- Character Courtesy. If the players do not discuss the method of character selection, it should be understood that the Standard method is being used. If the players cannot come to an agreement on the method of character selection, the judge will apply the double blind method.
- Standard Selection: Both players choose their characters whenever they want. This is a free for all. Players pick who they want and go. Once either player chooses a character, neither is allowed to request that the Double Blind Selection method be used.
- Double Blind Selection: Either player must explicitly ask for the Double Blind Selection method before either player chooses a character. When a player request Double Blind, the player on the left side (1p) decides which character they will choose and whispers his/her selection to the Tournament Organizer. The Tournament Organizer then signals the player on the right (2p) to pick his/her character. Once the player on the right (2p) has finished, the Tournament Organizer makes sure the player on the left (1p) sticks to his/her original choice.
- Side and Character Courtesy: As a courtesy, the player who received his/her choice of which side to play on (1p vs 2p) can elect to choose his/her character first. This is strictly a courtesy. A player is in no way required to do so.
- Playing the Match: Once sides and characters have been chosen, the players should begin the first Game in the Match. The following rules go into effect once a Game ends:
- The Match is over when either player wins the required number of games.
- Once a player has won the required number of games, the winner of the Match should report the result to the Tournament Organizer.
- The player who won the game does not have the option of switching sides. He/she must stay on the same side if the loser does not want to switch.
- The player who won the last Game is required to keep the same character, however they can change their V-Trigger and V-Skill as long as their new V-Trigger and V-Skill choice is made before their opponent selects their own V-Trigger and V-Skill.
- The player who lost the last Game is allowed to choose whatever they wish when choosing character, V-Trigger and V-Skill.
- Reporting Rule Violations: At some point during the Tournament, a player may violate either the tournament rules or the rules for a particular game in a Tournament. The following rules apply toward rectifying rule violations.
- It is the responsibility of the players in the Match to detect all Match Rule violations and report them to the Tournament Organizer immediately.
- All non-gameplay rule violations must be reported to the Tournament Organizer before the Game starts (e.g. the Winner switching the characters after winning one Game in a Match).
- Players are not allowed to stop a Game in progress to address a non-gameplay related rule violation. Stopping a Game in progress to report a non-gameplay rule violation will result in the forfeiture the round on the part of the person stopping the game.
- The only time a player is allowed to stop a Game to report a rule violation is when that violation occurs during the middle of the match.
- Stopping a Game in progress to erroneously report a rule violation automatically results in the forfeiture of the round by the player who stopped the game.
- Rule violations must be reported at the time they occur. Otherwise, they will be ignored.
- A Tournament Organizer is allowed to report any rule violations on behalf of a player.
- If a Tournament Organizer stops a game to mis-report a rule violation, the Game is replayed with both players picking the same characters, order, and side. No one is disqualified.
- The only people allowed to stop a Game to report a violation are the Tournament Organizer and the players currently involved in a Match.
- If there is any dispute arising from an online tournament, players must submit a screenshot or share video footage to Blue Coast, the administrator of online tournaments (“Administrator”) for review.
- Administrator will resolve disputes on a case by case basis.
- Players are allowed to use the controller of their preference.
- Use of macros, turbos, or any peripheral which tampers with standard game functionality is prohibited.
- Keyboard is allowed to use when the tournament is held on Steam platform.
The principle of controllers at CPT
CAPCOM U.S.A. will not limit cosmetic or functional controller customizations provided that fairness is maintained, with the determination regarding fairness to be made by CAPCOM U.S.A. in its sole discretion. Additionally, we recognize that certain customizations may be required to allow players with disabilities to compete, and we allow such customizations. Permissible customization includes without limitation repositioning buttons and inputs, as well as creation of custom controllers from scratch. However, any customization beyond the capabilities of a standard PS4 DUALSHOCK 4 is prohibited.
When CAPCOM U.S.A. or a Tournament Organizer determines that a player is using a controller that violates these Official Rules they each have the right to (1) immediately stop the use of any unauthorized controller(s), including without limitation during match competition, and (2) require that any player using an unauthorized controller immediately replace it with a controller that complies with applicable standards. In such an event, (3) the player will receive a verbal warning and explanation of the reason for the required replacement, and (4) the warning and explanation will be confirmed in writing within five (5) business days of the date the player is required to discontinue use of the unauthorized controller.
Limited customization is permitted as long as fairness is maintained, therefore:
- The maximum number of attack command inputs allowed on any controller is eight (8), and the same command may not be assigned to multiple buttons. For example, a player cannot assign the same attack command to two (2) different controller buttons. When using a controller with more than eight (8) attack inputs, a player shall deactivate any inputs exceeding eight (8) prior to participating in any competition. The foregoing restrictions do not apply to L3 and R3 buttons on DUALSHOCK 4 as they are not attack inputs.
- The maximum amount of directional command input is four (4), and it is prohibited to put the same command into multiple buttons. For example, a player cannot assign the same directional command in two (2) different buttons.
- When assigning a directional command to a button, instead of a Directional Button on DUALSHOCK™, directional lever or analog stick, it is called a move button. A controller can have both move button and a lever at simultaneously, however, the controller must give up the corresponding input on the lever. For example, if a player assigns the upward action into a move button, such player must lose the upward input with lever.
- A controller can have an analog stick along with Directional Buttons on DUALSHOCK™, a lever or direction buttons. However, the inputs from directional actions with analog stick must stay on analog. E.g. it is prohibited to convert mechanical ability of analog stick to lever or buttons.
- Players are not allowed to add function that deletes or disables the input information for attack commands and/or directional commands. As a special exception, only the following specifications are allowed for Left/Right and Upward/Downward inputs.
- When both Right and Left directional keys are input at the same time, a controller must either maintain both of the inputs or abandon both.
- When both Upward and Downward directional keys are input at the same time, it is recommended that a controller either maintain both of the inputs or abandon both. However, as a revocable exception to the foregoing rule, a controller may take Upward directional input only when both Upward and Downward directional keys are input at the same time.
CAPCOM U.S.A. reserves the right to revoke/adjust this exception at any time in its sole discretion.
- Above rules will be applied to keyboards as well.
Definition of terms
Lever – is the mechanical device that sends two status, “input” or “no input”, by tilting.
Button – is the mechanical device that sends two status, “input” or “no input”, by depressing.
Analog Stick – is the mechanical device that sends input status gradually by changing tilt angle.
Machinery Ability/Machine Capability – the number of button or lever as well as sensitivity of analog stick.
Input/Input System – includes buttons, levers, analog stick, and keyboard keys. Additional input methods may be examined to meet players’ requirements. CAPCOM U.S.A. is open to creating fair play environments for anybody.
Attacking Action – an attack occurs with single input on Street Fighter V. One controller could adopt a maximum of eight (8) attack actions including; Light-Punch, Medium-Punch, Heavy-Punch, Light-Kick, Medium-Kick, Heavy-Kick, Button Combo 1, Button Combo 2.
shifting the analog stick, Directional Buttons on DUALSHOCK™, lever, or directional key to move characters, input Special Moves and/or Unique Attacks.
Button Combo – a single input that performs multiple effects. Players may not set Button Combo beyond what is possible within the controller setting screen of Street Fighter V: Champion Edition. Thus the only eight (8) combinations permitted are set forth below:
LP+LK, MP+MK, HP+HK, HP+MK, LP+MP, LK+MK, LP+MP+HP, LK+MK+HK
For the avoidance of doubt, there is no exception for combining Attacking and Directional commands in a single input. If there are other unforeseen problems, the tournament organizers reserve the right to make a decision in consultation with CAPCOM U.S.A.
- Reporting Equipment Failure for CPTOffline: Video game hardware has a tendency to break down during tournaments. Buttons or joysticks will occasionally break down in the middle of a match, leaving the player on the broken side at a significant disadvantage. The following rules will be used in the event of a breakdown.
- In the event of an equipment failure, they player has the option to stop the Game in progress to obtain a replacement.
- If a Game is stopped in progress, the reporting player must forfeit the current round.
- New equipment must be immediately available. If replacement equipment cannot be obtained in a timely (within 5 mins of the notification) manner, the player must continue to play on their current equipment or forfeit the Match.
- Once replacement equipment is obtained, the player is given the rest of the round to configure their buttons and test the new equipment. In the event the Tournament Organizer determines that the affected player gained an undue advantage by doing so (e.g. charging an abundance of super meter), the Tournament Organizer may, in their discretion, require the player to forfeit the Game
- A player may opt to switch out equipment between Games at no penalty. When this occurs, the player will be given time (5 minutes) to configure his/her buttons before the next Game begins.
- Additional Rules
- There will be no Matches resulting in ties in any tournament. Anyone refusing to play any Match (including the finals) will be disqualified and forfeit all rights to any titles or prizes they might have otherwise earned for that tournament.
- A draw match as determined by the game must be replayed, unless the game awards the draw to a player.
- Inevitable Defeat rule is in effect. This is defined as when a player has legally won the round or match (i.e., landed a move that will kill the opponent) but pauses the game before the game awards the round won icon, will still be awarded the win. The most common occurrence of this rule is when Player 1 lands a Critical Art on Player 2, but the Critical Art animation is a grab and the damage isn’t awarded till the final hit connects, but the opponent has legally lost the round. If there is a dispute over whether the move would have knocked out the other player, a tournament official will unpause the match, see the result of the action, and proceed from there. If the attack does not kill the opponent, then the mid game pause rules are in effect.
- Collusion of any kind with your competitors is considered cheating. If the Tournament Organizer determines that any competitor is colluding to manipulate the results or intentionally underperforming, the collaborating players may be immediately disqualified. This determination is to be made at the sole discretion of the Tournament Director. Anyone disqualified in this manner forfeits all rights to any titles or prizes they might have otherwise earned for that tournament.
- Tournament Organizer has a zero-tolerance policy toward violence, threats of violence, and any other forms of threats or intimidation. Any threat of violence, extreme intimidation, or violence of any kind will result in an immediate and lifetime ban.
- Gambling is prohibited in and/or around the event hall. Any player that gambles on the property will be immediately ejected from the tournament and may be banned.
- No shows and or late arrivals will be sent to the loser’s bracket and eventually disqualified if the issue persists.
- Players are subject to disqualification in case of foul play or any hindrance to the tournament at Administrator’s discretion.
- Additional rules may be imposed from time to time by the Tournament Organizer for each Tournament. All players are required to comply with any additional rules provided by the Tournament Organizer that are not part of the Official Rules.
These rules are an attempt to insure that the tournament runs fairly and as smoothly as possible. However, unforeseen circumstances may require a special response, and for that reason the Tournament Organizer and CAPCOM reserve the right to change any of the tournament rules or remove any player at any time, for any reason, at their sole discretion.

Rule for the Same Cumulative WW Region Points
As stipulated in Article 3 of “CAPCOM PRO TOUR Official Rules 2022”, if the cumulative total of WW Region Points earned by a player is the same, the ranking will be determined by the following priority.
- Highest points earned in one CPTWW round.
- If the highest points earned are the same, the number of times earning the highest points
- If the result in 1 and 2 is the same, do the same thing for the next highest points, and if that is still the same, rank them tie, listing in alphabetical order.
Above is an example of holding the WW Regular Tournament five times, and the cumulative total of WW Regional points is the same result for each of A ~ C, and each will be explained below.
- The highest points earned are 50 points for “Player B” and 40 points for “Player C“. “Player B” is ranked higher.
- The highest points earned are 30 points for both “Player E” and “Player F”, but the number of times this 30 points are earned is 2 times for “Player E” and 1 time for “Player F”, having “Player E” a higher rank.
- The highest points earned are 25 points for each of “Player H”, “Player I”, and “Player J”, but the number of times these 25 points are earned is twice for “Player H” and “Player I” and once for “Player J”. Among these three, “Player J” is in the lower rank. For “Player H” and “Player I”, the next highest earned points are both 20 points, the number of earned times is 1, and the next highest earned points are both 15 points, and the number of earned times is 2, ending in a tie.
